Relationship to guideline

Teachers should be aware that often too great an emphasis is placed on the victims of Nazi aggression, rather than on the victimizers who forced people to make impossible choices or simply left them with no choice to make.  Students should have an opportunity to discuss the experiences not only of the victims but also of the perpetrators of the violence.
