SECTION II. PROCEDURES FOR FACULTY APPOINTMENTS

   

A.  Initial Appointment 

       

1.      A recommendation for the initial appointment of a faculty member originates with the appropriate Division Vice President.  The Division Vice President interviews all candidates for appointment, consults with the appropriate administrators, faculty members in the relevant discipline, and such members of the faculty as he/she considers appropriate, and makes a written recommendation to the President.  Candidates for positions funded from sources other than state appropriations or the income from permanent endowments will be notified of the special funding and its restrictions before or during the interview process.

                       

2.      If the President concurs in the Division Vice President's recommendation, he/she will offer the candidate an initial appointment for a term of two years.

 

B.     Subsequent Appointments

   

1.      Regular appointments after the initial appointment will follow the sequence: a three-year term, a five-year term, a seven-year term and a series of ten-year terms.*  

      

2.      Prior to expiration of any term appointment, the Division Vice President determines whether

   

a.      the faculty member will be recommended to the President for reappointment to a term of three, five, seven or ten academic years, according to the above sequence; or

   

b.       the faculty member will not be recommended for reappointment; that decision may be challenged pursuant to the appeal procedures established by Section II.D. of these regulations.

 

 

SECTION III.  POLICIES APPLICABLE TO FACULTY MEMBERS AND INSTRUCTORS

SERVING TERM CONTRACTS OF ONE YEAR OR LESS    

   

A.      A person may be employed as a part-time or visiting instructor or as a faculty member for a contract period not to exceed one academic year.  Such a person may be reemployed for successive appointments, without limit as to the number of such appointments.  All such appointments must be initiated by a recommendation from the Division Vice President to the President, following consultation with such members of the faculty and of the administration as he/she considers appropriate.        

       

B.     A faculty member or instructor may not be discharged or suspended during the contract period except upon the grounds and by the procedures prescribed in Section VII.

   

C.     The length of the appointment, not to exceed one academic year, is set forth in writing when the appointment is made, and such specification of the length of the appointment constitutes full and timely notice of non-reappointment when the specified contract period expires.  The notice and appeal provisions of Sections II.C.5. and II.C.6. do not apply to such appointments.

   

D.     If a faculty member or instructor has been employed for three successive one-year appointments, he/she must be evaluated before an additional appointment is made.

1)      Personnel

 

The Board of Trustees shall adopt all policies and regulations governing the qualifications, criteria for employment, assignment, health requirements, terms and conditions of employment, compensation and benefits, and the supervision and management of all faculty members and administrators who are exempt from the State Personnel Act.

 

The Board of Trustees shall adopt systems of employment and employment security for faculty and administrators who are exempt from the State Personnel Act.

 

The Board of Trustees shall adopt necessary policies and regulations not inconsistent with the State Personnel Act for all other employees of the School who are subject to the State Personnel Act.

 

 

 

 

Liaisons to the Board of Trustees.  The Chairman of the Board may request the Director of the School to appoint ex officio members of the School community to serve as liaisons between the Board and the Office of the Director, and an equal number to serve as liaisons between each of the Board committees and the Office of the President. The liaisons may attend Board or committee meetings, but may not vote.  Members so constituted shall be reviewed on an annual basis by the Executive Committee.
