Minutes of NCSSM Faculty Council Meeting: April 13, 1999

President John Kolena called the meeting to order at 3:50. Guests in attendance included students Jonathan Pahl, Shilpa Khatri, Ankeet Shah, April Land, Yinon Bentor, as well as Steve Warshaw, Danny Watson, Joan Barber, and Warren Basket, Amy Wheeler, and Jeff Bray.

The first item on the agenda was a brief introduction to the ETC Lecture Hall and the smart podium. John Kolena and John Goebel demonstrated the console and laptop computers, the VCS, and CD player. The use of the room and sign-up procedures were discussed. It was agreed that the process needs to be easier, similar to the current method for signing up for the EFC Lab. There needs to be a central clearing process for all of the rooms on campus.

The second agenda item was the In-room Curfew. Warren Basket summarized the current policy. Students must be in their own room at midnight on Sunday through Thursday evenings and 2:00 AM on Friday and Saturday nights. In the early days of the school there was not in-room curfew. Parents expressed concern about students spending all night socializing outside their own room. Teachers and SLIs agreed that students need in-room times for study and sleep. Warren asked if we should continue with in-room curfews. There are currently about 10 to 20 violations per week and only about 25% of the violations are noted. There is some flexibility. Students may apply for a study pass to extend beyond the midnight deadline. Some students occasionally need extra time after in-room to finish work. Others start studying very late in the evening more of a necessity. Other students complain that the 8:30 and 10:30 checks break up the evening and make it difficult to study.

The curfew issue is related to other issues and problems. Violations are not consistently enforced, but more SLIs would be needed to enforce the curfew all of time on all halls. There does not seem to be a good time or atmosphere in the residence halls for study.

Studies show and we feel strongly that students need 8-9 hours of sleep to be mentally alert and remain healthy. We need to maintain our curfew and work to see that it is enforced. The Parents' Council has gone on record supporting the in-room curfew. It was very difficult to institute this curfew when we made the move from not having one. We do not want to go through that difficult time again.

Dot Doyle made a motion that me keep the in-room curfew that currently exists. Sixteen faculty were in favor of this motion. Marilyn Link made a motion to keep the curfew at midnight and 2:00 AM and allow for a set number of extensions each quarter. Twenty-four faculty voted in favor of this motion. A motion to move the time up to 11:00 PM only garnered four votes.

The final item on the agenda was to initiate small group discussions on the Third Decade Study. We were asked to address the questions that the EPC had posed, to react to comments made on the Faculty Council Bulletin Board, and to propose any questions or issues that need to be addressed. Those present broke into three small groups and began a discussion that will continue on-line and at our next Faculty Council Meeting.
